Juba calling: what next for South Sudan?

14 March 2012 11:00-13:00 (GMT+00) – Public event, Overseas Development Institute and screened live online

Following the decision in January to shut down its oil production, South Sudan’s government has introduced austerity measures to compensate for the loss of revenue. Juba has announced that spending on everything except salaries will be halved.

This event, jointly organised by Humanitarian Policy Group (HPG) and the Associate Parliamentary Group on Sudan and South Sudan (APG), brings together panels in London and Juba (via videoconference) to explore the urgent humanitarian challenges that lie ahead for the world’s newest nation.

A weak representation for westerners in the Al-Bashir inauguration event
The elected president, Omer Hassan Ahmed Al-Bashir is set to swear in the parliament today. Malawi president, (Head of AU) arrived in Khartoum this morning to participate in the event in addition to the Chadian, Central African, Eritrean , Ethiopian, Mauritian presidents and the former Kenyan president. Egypt, Libya China, Kenya & Qatar have sent representatives. The UN , Arab League, African Union and IGAD are also attending. An official in the European desk at the Ministry of Affairs said the west has lower representation in the event. Governor of South Sudan president, Salva Kiir also arrived in the parliament. Border Demarcation Committee resumes its activities
The Border Demarcation Committee resumed its process yesterday in the areas between Sannar in Blue Nile and Upper Nile States as a starting point. Head of the Committee , Abdallah Al Sadig revealed that his team have collected the information and mapped the border to start the actual implementation on the ground. Al – Sadig added that the committee has searched for historical documents from UK, Egypt and Sudanese institutes. In response to a question on the process delay, he stated that there were technical mistakes , which have no relation with the political situation, but still there are five points that need to be resolved at the presidential level. NEC reveal that counting has not yet finish in Blue Nile State
The National Electoral Commission has sent a delegation to the Blue Nile State to control the situation on the ground following an SPLM statement claiming their candidate had won. SPLM Candidate for State Governor, Malik Agar urged the Commission to speed up the process and announce the result in an effort to end tensions in the State. NCP Candidate for the area, Farah Agar said that his party paid no attention to Yasser Arman’s statement on the SPLM victory and said the final decision was for NEC to announce. Headlines on the Troika Joint Statement on the Sudan elections

US, UK and Norway indicted mistakes were made during the election. ( Akhbar Alyoum - pro-government newspaper )

US , UK and Norway Missions: ”Sudanese Election was peaceful and included good participation” . The Mission, however, raised concerns on logistic and administrative issues. ( Alahram - pro-government newspapers )

Following is the text of a joint statement by the Sudan Troika (United States, United Kingdom, and Norway) on the recent elections in Sudan provided by the U.S. Embassy Public Affairs Section in Khartoum:

We acknowledge the conclusion on 15 April of Sudan’s first multi-party elections in twenty-four years. We commend the people of Sudan for their engagement in a complex and lengthy polling process, and their increased civic participation over recent months. Last month we collectively reiterated our call for peaceful, credible elections, and expressed our deep concern regarding reports of administrative and logistical challenges, as well as restrictions on political freedoms. National Electoral Commission admit mistakes on the first day of polling

The National Electoral Commission (NEC) has admitted that mistakes were made yesterday and 26 polling stations were effected by technical problems. Head of the Technical Committee , General Hadi said that the Commission was set to resolve all technical problems adding that if problems were not resolved the election would be delayed by up to two months in some constituencies such as While Nile State. He added that the situation in White Nile State required election cards to be re-printed in the UK and South Africa. 70% of voters should participate to guarantee a successful election process

Deputy of the National Electoral Commission (NEC), Abdallah Ahmed revealed that the election would not lead to democratic change, but was a step forward. He added that there were some gaps in the electoral law, which should be reviewed by the legislative council after the election. UK deploys 50 election observers
Carl Moorcroft director of the British Foreign Policy Studies Centre said in a press conference yesterday that the Centre shall deploy 50 election observers with a focus on South Sudan. He also said that Bashir’s statement of expelling foreign election observers is serious but despite that he feels that he’s welcome from all political parties in Sudan. [Read more →]

Ghazi set to meet Khalil Ibrahim in N’Djamena today
Head of the Government Delegation to the Darfur Peace Talks, Ghazi Salahuddin is set to meet with JEM Leader, Khalil Ibrahim to discuss the implementation of the framework agreement. Chadian officials were set to facilitate talks between the parties in an attempt to resolve disputes on power sharing and security arrangements. Alsahafa newspaper reported that a reliable source was predicting that the government and JEM would reach a final agreement in the upcoming two days.
